Micro Galaxian safe to shine on crowd?

OK, I have read the manual and along with all of the standard warnings it says to keep the beams above the heads of the audience. However, at the store demos and on many youtube videos it is pointing at the crowd or on the floor. So is it safe for the beams to shine on the crowd or is it a cover your butt liability issue and just keep it pointed up?

I think the danger is when the beams aren't moving. If one beam shines in someone's eyes for more than a few seconds, some damage could occur.
