Is this a joke?

I downloaded the file "mydmx3.exe" on W7. After opening the proper tab, my eyes showed a view as in the attached screenshot.
Date of file modification 15.01.2000 ???????????? Is this a joke ????
even mydmx2.1 has a modification date of 2017 .....
Can someone explain it to me ?. Maybe that's why so many problems arise that it is some "reheated chop" and not new software ...
Or maybe I'm wrong?
