Stinger 2 Troubleshooting

Not sure if this is the best place, but I recently purchased a used Stinger II unit from a reputable dealer in Alberta,Canada but the aside from a brief flash of light when the unit is plugged in. The unit is basically non responsive. Seems to be stuck in sound mode but no lights come from the unit, the ADJ writing on the function display is upside down as well. Wondering if there are any quick troubleshooting I can do?
