scenesetter problem

I use the Scene Setter-24 and in order to get into Record mode you must.

1) Hold down the Record button.
2) Press and release 1, 6, 6, 8 on the Bump Buttons
3) Release the record button.

"hold down program and press 1,6,6,8 and then release the record button"

I wasn't sure if "program" and "record" are the same thing.

When we hold down the record button and press 1,6,6,8 on the top set of bumpers we do not go into record mode. Our manual says the exact same thing but it does not work for us.
