Scene Setter 24 No Response to Midi

My scene setter 24 will not respond to midi. I have tried a couple of different control devices including PC with a midi interface. I have confirmed correct channel (01) settings and note settings by sending messages to other devices, I have set the scene setter midi channel settings (01). I am trying to operate existing chases and scenes. T he scene setter does not respond in anyway including the midi through connector not allowing transmission to an ongoing device. I have also noticed that the instruction manual settings for midi dump does not do anything. Am I missing a step or setting that is not included in the manual?
