Any advice as to what inexpensive console is ideal to run 8 to 10 intelligent lights and 15 to 20 dmx led up lights? Excuse my ignorance, i am just new to this world. Any advice would be appreciated.

For that number of fixtures you will need MY DMX most likely. Also you asked for hardware console suggestions but this is the Software my dmx section. But it's OK cause I recommend you get my dmx. 
Wghat would be more of a help is if you could name the brand and models of the fixtures your going to be using. That way I can get an idea of a total channel count.
