Hmmm.. I think your gonna need a bigger buget to get a complete starter system.. Maybe not..
A Vertigo is a good start, maybe two. You also may want to look at the Epsilon, which is similar to the Vertigo, but no duty cycle and it's linkable. And maybe something in the Pod series.

I'd get Milleniums rather than Vertigos. Milleniums are a lot less boring.
