Can I use the XLR output to my amp/speakers AND use the booth outputs to feed my powered speakers

YES! Master has XLR and RCA, both has RCA and it;s own volume.
In the manual it says not to use both outputs at the same time. But it does not mention if I can use the main out and the booth out to powered speakers.
You should be able to use both of them, try it out

This is in reference to using both "MASTER" outputs the RCA and the XLR outs. Since they are not independent of each other you will be sharing the output voltage and end up with a weak signal.
You can use the "MASTER" and "BOOTH" at the same time since the have their own output signal.
