I've been looking at fixtures that run in the 220 Volt service range. I know that I can power them via:

1. Tapping power from a panel
2. Using a step-up transformer

My question: is there a safe way to power these fixtures with two legs/circuits of 110 service from the wall? I understand that 220 is two hot legs of 110, but I believe there is something with the neutral lines that prevents this, but I am uncertain.

If anyone has an answer/experience with this, I'd greatly appreciate it.

i've done this before... although i'm not saying it's a great idea... however it did work for me in the situation I was in.

I tapped the hot leg from two different circuits which brought me to 220V... It did work, and it worked well. However, I am not positive what the safety factor on doing that was.
