It LOOKS like it is only about a 5/16" washer. To tell the size, just measure the diametre of the bolt thread to thread, that's the size washer.

And the reason it is round then flat, then round, then flat, is because the washer has been "grinded down" so it doesn't stick out. Any garage has a hand grinder, or perhaps you know someone with one, it will take 10 seconds to grind those edges.

In the meantime, don't worry about the grinding, just get the right sized washer and throw it on there. If you're not really sure, just buy the size you think you need and one size bigger, and one size bigger than that. they're like 5 cents a piece.

It's not a special part, and I'm sure will cost an arm and a leg from any distributer..when you know it costs them 5 cents, and 10 seconds to make.
