yes it does matter what is plugged into the other socket as it is running off the same breaker, 20 amps is the total that can not be exceeded with everything running on that circuit, it is not uncommon for more then one outlet to be on the same circuit. 20 amps is common however in some buildings may use 15 amp breakers, the best advice I can give is know what you require and plan accordingly.
